Tanwa Koya is the Managing Partner and Principal Consultant at CLACCS Associates, bringing over three decades of legal and regulatory expertise to complex public sector reform and infrastructure development projects.
Called to the Nigerian Bar in 1990, she holds a Master of Laws (LL.M.) and is currently pursuing a Ph.D. at the Nigerian Institute for Advanced Legal Studies. Her career bridges high-level public service, private sector advisory, and international development consulting.
Public Service & Institutional Leadership
Mrs. Koya began her public service career in 1997, rising to serve as Legal Adviser and Corporate Secretary to the Lagos State Water Corporation, and as Legal Adviser to the Lagos State Water and Sanitation Privatization Committee. She later joined the Commercial Law department of the Lagos State Ministry of Justice, where she negotiated groundbreaking Public-Private Partnership (PPP) arrangements between the State and private investors.
She has also served as Head of the Legal Unit at the Nigerian Electricity Regulatory Commission (NERC) and as the pioneer Chief Executive Officer of the Lagos State Water Regulatory Commission—giving her rare hands-on experience in both running and setting up regulatory agencies.
Sector Expertise & Reform Leadership
Mrs. Koya has advised the Federal Government of Nigeria and multiple State Governments on public sector reform projects across the water, power (electricity), roads, and public service sectors. She has served as Legal and Regulatory Expert on numerous EU, DFID, World Bank, and USAID projects in Nigeria, and as local legal expert to international consulting firms working in the Nigerian water resources and power sectors.
She was a member of the Legal Sub-Committee of the National Inter-Ministerial Committee for the reform of the Water Resources Sector, and has contributed to drafting several State Water Policies and Laws, as well as the National Water Resources Policy and Bill.
Transaction & Advisory Work
Her transaction experience includes procurement, negotiation, and drafting of multiple PPP agreements for State Governments and the Federal Capital Territory (FCT). Her advisory work spans policy formulation, legislative drafting, regulatory design, institutional and organizational reform, utility management, tariff framework design, and PPP contract structuring.
